One group is not a team

A group of people who follow rules is not automatically a team. They may be organized, but they are not an organization. They do not act as a unit, but each for himself. A team needs more than rules.

πŸ‘‰ a flock of birds are not a team
πŸ‘‰ People in a queue are not a team, even if they all line up dutifully one behind the other and do not push in front.
πŸ‘‰ Drivers in a traffic jam are not a team, even if they obey the road traffic regulation.
πŸ‘‰ Austrian people are not a team, even if they obey the law.
πŸ‘‰ A bunch of developers, testers, etc are not a team just because they do scrum.
